The emerging kehillah, which can have no more than 250 member units, is either affiliated with the United Synagogue or is in the process of affiliation. Often such new congregations cannot afford or secure rabbinic leadership during their formative years.

An emerging kehillah will have a Gladstein Rabbinic Fellowvisit eight weekends per year and serve as its rabbi on the High Holy Days. The Fellow will be available for leading worship, reading Torah, preaching, teaching, counseling and presiding over lifecycle events on those weekends and on the High Holy Days. The Fellow will always have access to his or her mentoring rabbi for appropriate planning and contact between visits. The Fellow will help forge a partnership between the emerging and the established communities.
